The United Kingdom and France Will Dispatch Forces to the Country should a Peace Agreement is Finalized

The London and Paris have signed a declaration of intent concerning the positioning of armed personnel in the nation should a peace agreement be struck with Russia, the UK Prime Minister, Sir Keir Starmer, has stated.

After talks with allied nations in Paris, he said that the UK and France would "create military hubs across Ukraine and construct protected facilities for arms and military equipment" to discourage any subsequent incursion.

The partner countries also proposed that the US would assume leadership in verifying a halt in hostilities.

Russia has consistently stated that any non-Ukrainian military in Ukraine would be considered a "acceptable aim", but has as yet not responded on this recent announcement.

The Situation and Continuing Conflict

Russian President Vladimir Putin began a major offensive of Ukraine in February 2022, and Moscow presently occupies roughly 20% of the country's land.

"This is a vital part of our vow to be alongside Ukraine for the long-term," commented Starmer.

Heads of state and high-ranking officials from the "Partner Group" took part in the Paris negotiations.

Addressing reporters at a joint press conference, Starmer further said: "It creates the pathway for the juridical structure under which allied and coalition forces could work on Ukrainian soil, protecting Ukraine's airspace and waters, and regenerating Ukraine's military for the years ahead."

The British leader went on to say that the UK would participate in any Washington-directed monitoring of a prospective cessation of hostilities.

Security Guarantees and Negotiation Stances

Senior Washington representative Steve Witkoff said that "durable safety pledges and substantial reconstruction vows are critical to a enduring ceasefire" in Ukraine – referring to a central demand made by the Ukrainian government.

He indicated the partner nations had "mostly completed" their work on establishing such assurances "so that the citizens of Ukraine know that when this conflict ends, it ends permanently."

The former US envoy, ex-President Donald Trump's representative, also participated in the discussions.

At the same time, French President Emmanuel Macron declared that Ukraine's supporters had made "considerable progress" at the negotiations.

He said that "strong" safety pledges for Kyiv had been agreed in the instance of a prospective truce.

Ukrainian President Volodymyr Zelensky stated that a "major step forward" had been made in the talks, but added that he would only deem efforts to be "adequate" if they led to the conclusion of the war.

Recently, the Ukrainian leader suggested a peace agreement was "largely prepared". Finalizing the last 10% would "shape the future of peace, the fate of Ukraine and Europe".

Remaining Challenges

  • Territory and security guarantees have been at the heart of key disagreements for negotiators.
  • Putin has often said that Kyiv's military must pull back from the entirety of Ukraine's eastern Donbas or Russia will seize it, dismissing any compromise over how to conclude the war.
  • Kyiv has to date ruled out surrendering any land, but has floated the idea that Ukraine could pull back its forces to an agreed point – but only if Russia does the same.

Moscow currently controls approximately 75% of the Donetsk oblast and some 99% of the bordering Luhansk. The areas form the industrial region of Donbas.

The earlier US-led multi-point proposal that was circulated to the media last year was viewed by Kyiv and its EU supporters as being heavily skewed in Russia's favor.

This sparked a period of focused diplomacy – with Ukraine, the US and European leaders trying to revise the document.

The previous month, The Ukrainian government submitted the US an new 20-point plan – as well as additional documents detailing potential defense assurances and provisions for Ukraine's rebuilding, Zelensky added.
